Tunisia and WSIS - Petition at the initiative of the WSIS Human Rights
Caucus

To the attention of the Press and civil society organizations
The WSIS Human Rights caucus publishes today a petition regarding the
venue of the second phase of the World Summit on the Information
Society in Tunis in 2005, and the nomination of a highly controversed
personnality as president of the organizing committee.
The text of the petition reminds that "the two principal objectives of
the Summit, that is to say the struggle to overcome the digital divide
and the respect for human rights and fundamental freedoms in the
information and communication society, cannot be dissociated from each
other", and demands that "the holding of the second phase of the Summit
in Tunis is subordinated to concrete signs by Tunisia that it respects
human rights and fundamental freedoms, specially:
- the freeing of journalists and others held in prison for their
opinions in Tunisia
- the appointment of a personality who is not the object of opprobrium
at the head of the organizing committee of the second phase of the
Summit
- the commitment to allow all civil society representatives from
Tunisia and abroad to participate freely in the work of the Summit".
The WSIS Human Rights caucus has expressed its deep concerns with this
regard during WSIS PrepCom3 in Geneva (15-26 September 2003) to many
governmental delegations, including the group of European Union member
States and accessing countries during a meeting organized with European
civil society organizations.
This petition is published while the criminal complaint jointly lodged
by the OMCT (World Organization Against Torture) and TRIAL (Track
Impunity Always) has been shelved by the Canton of Geneva’s General
Prosecutor, with the motivation that "Article 12 of the headquarters
agreement, which was signed in July 1971 by the Swiss Confederation and
the International Telecommunications Union (which is holding the
summit), provides immunity from arrest and detention for state
representatives to the ITU". See the joint communique on the website of

Tunisie et SMSI - Pétition à l'initiative du caucus Droits de l'homme
du SMSI

À l'attention de la presse et des organisations de la société civile
Le caucus Droits de l'homme du SMSI publie aujourd'hui une pétition au
sujet de la tenue de la deuxième phase du Sommet mondial sur la société
de l'information à Tunis en 2005, et de la nomination d'une
personnalité très controversée à la tête du comité d'organisation.
Le texte de la pétition rappelle que "les deux principaux objectifs du
Sommet, à savoir la lutte contre la fracture numérique et le respect
des droits de l'homme et des libertés fondamentales dans une société de
l'information et de la communication, sont indissociablement liés", et
demande que "la tenue de la deuxième phase du Sommet à Tunis soit
subordonnée à des signes concrets de la Tunisie en faveur du respect
des droits de l'homme et des libertés fondamentales, en particulier:
- la libération des journalistes et autres prisonniers d'opinion
détenus en Tunisie
- la nomination d'une personnalité non discréditée à la tête de
l'organisation de la deuxième phase du Sommet
- l'engagement de permettre à tous les représentants de la société
civile tunisienne et internationale de participer librement aux travaux
du Sommet."
Le caucus droits de l'homme a déjà exprimé ses profondes préoccupations
à cet égard durant la PrepCom3 du SMSI (15-26 septembre 2003) à de
nombreuses délégations gouvernementales, y compris le groupe des États
membres de l'Union européenne et des pays candidats, au cours d'une
réunion organisée avec des organisations de la société civile
européenne.
Cette pétition est diffusée alors que la plainte conjointe des
organisations OMCT (Organisation mondiale contre la torture) et TRIAL
(Track Impunity Always) a été classée sans suite par le Procureur
général du canton de Genève, au motif que "l’article 12 de l’accord de
Siège signé en juillet 1971 entre la Confédération Suisse et l’Union
internationale des Télécommunications (organisatrice du Sommet),
accorde l’immunité d’arrestation et de détention aux représentants des
pays membres de l’UIT". Voir à ce sujet le communiqué conjoint sur le
