I think we (Right & Democracy) will try to submit something very short and
modest for deadline.    (This will be followed with much more detailed
recommendations and analysis in a publication we hope to launch at prep com
III. )  If you look at inputs for example from major international
organizations, some are only a paragraph (OECD  for ex).  So at least as
many as possible should underline centrality of human rights anf offer
brief comments to increase our collective weight.   I see no indication
that  more detailed briefs will be excluded later.   And its great to
submit one from the caucus.

Did anyone else notice China,s odd submission, asking for strengthening
civil and political rights !

Is there an actual text of the de Mello letter ?

Bill,

I really would like us submit something in time. But we cannot decide
in a hurry, without having all or even most HR caucus members agree on
the document. We cannot speak in their names.
