Dear all,
As you have certainly noted, post-WSIS activities have already
started.
On the one hand, the Internet governance issue, with the setting-up
of the Internet Governance Forum (IGF: http://www.intgovforum.org/)
has seen a first consultation meeting in Geneva, the UN SG has
already appointed a Secretariat for these activities, and the first
meeting of the IGF will be held in Greece in late 2006.
Next (written) consultation is now dealing with public policy
issues that should be discussed in Greece.
The deadline to send contributions is March 31, 2006.
On the other hand, as you may have seen on WSIS plenary mailing
list thanks to Philippe Dam's (CONGO) reports, WSIS action lines
(of the Tunis Agenda) implementation will start to take shape,
through the relevant UN agencies in charge of these action lines.
As a WSIS CS caucus, we are now facing a decision to make:
- should we stop considering ourselves as a caucus, i.e. should
this caucus vanish, and let interested organizations take part in
post-WSIS activities only as individual organizations,
or
- should we continue, as a caucus, to take part in these post-wsis
activities, as we did during the two WSIS phases and taking into
account the process and issues specific to post-WSIS activities ?
If we opt for the first possibility, then we are done.
If we favor the second one, then we have to sort out some issues,
like what would be our involvment (IGF, actions lines, etc.), what
would be our main substantive issues to work on in the general
human rights framework, etc. Also, in terms of process, should we
redefine our methods, rules for caucus membership, are there other
people willing to chair this caucus, etc.
Also, if we decide that we want to stay in as a caucus, it would be
of major importance to prepare a written contribution for the IGF
before the March 31 deadline.

We (Rikke and Meryem) are favoring option two, staying as a caucus.
We would be willing to continue as co-chairs if there is an
interest, but we would also be willing to step down at this stage,
if people favor another solution.
In any case, we both are waiting to hear from you, and to
facilitate any decision this caucus would make.

Comme vous l'avez certainement noté, les activités post-SMSI ont
déjà démarré.
D'une part, la question de la gouvernance d'Internet, avec la mise
en place d'un Forum pour la Gouvernance d'Internet (FGI: http://
www.intgovforum.org/) a fait l'objet d'une première réunion de
consultation à Genève, le SG de l'ONU a déjà nommé un secrétariat
pour ces activités, et la première réunion du FGI aura lieu en
Grève fin 2006. La prochaine consultation (par écrit) concerne à
présent les questions de politique publique qui devraient être
discutées en Grève. La date limite pour l'envoi des contributions
est le 31 mars 2006.
D'autre part, comme vous avez pu le voir grâce aux rapports envoyés
par Philippe Dam (CONGO) sur la liste plénière du SMSI,
l'implémentation des lignes d'actions (de l'Agenda de Tunis) va
commencer à prendre forme par l'intermédiaire des agences
pertinentes de l'ONU en charge de ces lignes d'action.
En tant que caucus formé par des organisations de la société civile
participant au SMSI, nous avons une décision à prendre:
- doit-on arrêter de nous considérer comme un caucus, i.e. ce
caucus doit-il s'auto-dissoudre, pour laisser les organisations
intéressées à participer aux activités post-SMSI le faire en tant
qu'organisations individuelles,
ou
- doit-on continuer, en tant que caucus, à prendre part à ces
activités post-SMSI, de la même manière que nous l'avons fait
durant les deux phases du SMSI, mais en tenant compte des processus
et thématiques spécifiques à cette phase post-SMSI ?
Si nous options pour la première possibilité, alors nous n'avons
plus rien à faire.
Si nous favorisons la deuxième possibilité, alors nous avons un
certain nombre de questions à discuter, comme quelle devrait être
notre participation (FGI, lignes d'actions, etc.), quelles
devraient être les thématiques principales sur lesquelles nous
devrions travailler dans le cadre global des droits de l'homme, y a-
t-il d'autres personnes souhaitant remplacer les co-responsables
actuelles, etc.
De plus, si nous décidons de demeurer en tant que caucus, il serait
extrêmement important de préparer une contribution écrite pour le
FGI avant la date limite du 31 mars.
Nous (Rikke et Meryem) favorisons l'option deux, poursuivre en tant
que caucus. Nous serions disposées à demeurer co-responsables de ce
caucus si vous le souhaitiez, mais nous pourrions aussi bien nous
retirer à ce stade, si vous préfériez une autre solution. Dans tous
les cas, nous attendons vos réactions, et sommes disposées à
faciliter toute décision que ce caucus souhaiterait prendre.
